California Veteran DVBE Strategies Endorses SB 70 to Expand Opportunities for DVBEs and SBs

Sacramento, CA – California Veteran DVBE Strategies LLC today announced its strong endorsement of Senate Bill 70 (SB 70), legislation that would raise the state’s small business and DVBE direct-award threshold from $250,000 to $350,000 and adjust the cap every two years to keep pace with inflation.

SB 70, introduced by Senator Seyarto in January 2025, passed the Senate unanimously (38–0) and is now under review in the Assembly. The bill aims to modernize procurement laws that have not been updated since 2009, when the current threshold was set.

“As a California-certified DVBE, we see every day how small procurement rules can have big impacts. SB 70 will expand opportunities for veteran-owned businesses, reduce unnecessary administrative barriers, and help state agencies meet their DVBE participation goals more effectively,” said Scott Johnson, MBA, PMP, Principal at California Veteran DVBE Strategies LLC.

The company noted that mid-sized contracts represent a critical growth path for DVBEs and small businesses. By raising the threshold and indexing it to inflation, SB 70 ensures that state contracting remains aligned with economic realities while continuing to advance California’s commitment to equity and inclusion.

California Veteran DVBE Strategies LLC urges California lawmakers to pass SB 70 to unlock more contract opportunities for veterans, small businesses, and community-focused enterprises.
